As you probably know by now, the election for the first homeowners' controlled Board of Directors will be 7:00 PM, Tuesday, November 27th, at the First Baptist Church in Mauldin. Everyone is invited and encouraged to attend this very important meeting of the Planter's Row Homeowner's Association. You can add your name to the nominations for the Board by returning the nomination to Cathy Bell at W.M. Goldsmith or by calling her at 297-4970. Nominations may also be taken from the floor during the meeting. Our community needs your involvement. If you are unable to attend the meeting please mail in your proxy.
You are the owners of this subdivision, and we are just the unpaid administrators for you! Planter's Row subdivision has bills to pay like everyone else. If we don't collect the payables due to us, then we have to curtail expenses (i.e. pool parties, newsletters, and landscaping). The entire community suffers.
Because some people in our community feel that they are exempt from the dues, we have to scramble and scrimp to save money. I won't mention names, but you know who you are! It's been a very difficult year with our pending transition to full homeowner control of the Planter's Row Homeowner Association and community, as well as the shortfall of receipts in the summer fiscal quarter. For a community our size we have a very small percentage of people who help out. GET INVOLVED!!! You may even have some fun doing it!
I want to express my sincere thanks to Susan Thomas and her group for the wonderful job they did on the Transition Committee. Most people don't see the work "behind the scenes" that these people did. Without their diligent efforts a lot of tasks would not have been accomplished.
My year as President is almost completed. I want to thank the people who do get involved to help out. These people are the real heroes. From the committees to the neighborhood watch, they make Planter's Row a better place to live.

The pool's temperature right now is averaging 55 degrees, a bit too cold for a midday swim. However, there is still a lot of activity surrounding the pool. The pool committee and board members have discussed the pool ID situation and how to ensure proper usage by Planters Row homeowners who are current with their dues. Discussion has also covered the reduction of vandalism, of which there has been a lot this year for those not aware.
For the 2002 pool season a new card reader system will be installed to allow access only to those residents who are current on their dues. Your current pool pass will no longer be valid as new passes will be distributed in April. The pool committee and board believe you will be excited with the upcoming changes to be explained at the annual meeting in January/February 2002.
Other enhancements will be an improved guard system and cleaner facilities. Please know that the pool has already been a main focus for 2002.

As winter quickly approaches, now is the time to aerate and overseed our lawns. Most shrubs can be trimmed back after the first hard frost. Please help our Community by keeping your yards neat.
The Homeowners Association has three primary purposes - to preserve, protect and enhance our community. We all need to try and preserve our community by not letting our yards, houses and common property become run down. We should protect our community from the pitfalls we have seen in other neighborhoods. Requests for fences, out buildings, landscaping or lawn ornaments should be sent to the ACC for approval by way of the "Requests For Approval of Property Improvements" form. This form can be dropped in the ACC mail slot located at the pool complex. Do not send your request to Goldsmith, as this will only delay the process. Your reply should be returned within 30 days.
By following the guidelines that have been established in our covenants and restrictions document, we can be sure to enhance our property values and maintain a community we can be proud of.

Since it has been a little while since our last newsletter, we have four winners to announce for Yard of the Month recognition.
August's winners were Ron and Linda Lemanski of 110 Marsh Creek Drive, and Edward and Caroline Doyne of 211 Sonoma Drive.
Not to be outdone in September were Paul and Carol Currey at 205 Edmondston Court, as well as Carmen Halcombe of 208 Sonoma Drive.
Congratulations to all, as they were awarded gift certificates from Alexander's Other Door Nursery (203 East Butler Road), our sponsor once again this year for the Yard of the Month program. Thanks to Alexander's as well as all of the other homeowners who have worked so hard to maintain their properties.

By means of our community newsletters, web site and watch program, the communications committee works to keep Planters Row residents aware of neighborhood interests and issues. Among the most important items we will ever communicate is the upcoming Board of Directors election meeting this coming Tuesday, November 27th.
We need to elect a full and highly competent board to help us transition to full homeowner control of the community. In other words, the developer will no longer have a majority vote concerning how our community is run and funded. We as residents will assume full responsibility for all common areas and amenities. Our newly elected Board of Directors will differ from the current Advisory Board by having direct input and, in some cases, authority concerning homeowners' association issues.
Planters Row faces a make or break effort for our community. While this is a busy time of year, your nominating of and voting for our new Board of Directors will go a long way to ensure the continuation of our homeowners' association. The future of our community will be in jeopardy if residents remain indifferent to our plea for participation. Please stake your interest in Planters Row by being a part of Tuesday night's election meeting.

This is likely my penultimate "transition update." An interesting process that started well over a year ago is about to come to a close with an upcoming series of events: November 27th's homeowner Board of Directors Election and the installation of homeowner control at the first meeting of the Directors thereafter. I will not be able to be in attendance on the 27th and will miss the opportunity to review past and future transition issues with you at that time, so the following recap and emerging orientation is one I hope you'll find helpful in preparing for the election and for our next steps as a community.
Since the beginning of the transition much has been learned and, hopefully, has been shared as well as possible with you from many professionals who have given generously of their time and expertise. These include representatives of the Community Association Institute at the local, state and national levels; Planter's Row's existing property manager, Cathy Bell of Goldsmith, as well as other property managers, Kit Garren, Sharon Olin and John Woodman of IMP, Inc., Nancy McCrory of Half Mile Lake and Montebello, Carlene Rice and Myra Hill of HOA, Inc., and Norma Rider and Dave Connors of NORCON, Inc.; along with Planter's Row's Reserve Fund Study preparers, Bill Robertson and Bill Daniels of Carolina Inspection and Engineering; Mark Holmes, Planter's Row legal audit preparer; and Mark Crocker, accounting audit prospectus provider.
The transition period has been one of slow progress. Much is yet to be accomplished in order for the control of the Planter's Row Homeowner Association (PR HOA) to be successfully transferred by the developers to homeowners. Our next steps require competent, collaborative homeowners to nominate themselves for Board membership and service; proper and adequate training of the new Board; a thorough analysis of the HOA, its progress-to-date, information bases and needs, challenges-to-come, and the creation of plans of action, growth and change, as needed. 2002 promises to be a demanding - and exciting -- time for our community. I sense the homeowners of Planter's Row are capable of making it one of the finest communities in the area. Begin that process well and enjoyably by participating in the upcoming election. My vote will be represented. Please make sure yours is, as well!

In light of the recent national tragedy caused by terrorism, many may be wondering how our community would be able to react if such an event were to have local implications. Our Neighborhood Watch program provides an emergency network capable of gathering and distributing vital information in the event of a crisis. Concerned neighbors could communicate needs to and receive situational updates from their respective block captains during a time of emergency. Also, the Mauldin police department has provided Planters Row with an officer who serves as our dedicated contact for public safety and security issues.
While it is my sincere hope that we may never face a time of crisis in our community, it is reassuring to know that we are well positioned to deal with emergency situations. I am in the process of recruiting the last few block captains needed to complete our program's representation. If you do not have a block captain assigned to your neighborhood, please consider volunteering. The time commitment is very minimal, yet the benefit you could provide is immeasurable to Planters Row.
